2024 Candidate Filing Packet

Thank you for your interest in serving on the Palmer City Council!

The candidate filing period for the October 1, 2024, Regular Election, begins on Monday, July 15, at 8 a.m. and closes Friday, July 26, at 4 p.m.
Enclosed in the packet you will find the following:

  • Directory of Contacts. Included with the City Clerk’s contact information are other important offices you may need to contact during your campaign.
  • Candidate Filing Checklist. This is a step-by-step outline of the local election process.
  • Nominating Petition – Candidate Information and Statement. This form provides the necessary information for the certification necessary to file for elected office. The form and all information contained in the form is public information.
  • Nominating Petition – Signature Sheets. You must obtain a minimum of twenty (20) signatures from registered City of Palmer voters per Palmer Municipal Code (PMC) 18.15.020. To ensure the ability to certify sponsor’s qualifications, please confirm their information is legible. Don’t forget to sign and sponsor yourself. This is needed to verify your eligibility.
  • Voting Precinct Maps. These maps are to help guide you in collecting signatures of registered voters within the city limits.
  • Alaska Public Offices Commission (APOC) Paperwork. City of Palmer voters opted out of the requirement of filing a Financial Disclosure. In other words, you are not required to fill out the Financial Disclosure; however, you are required to file the Municipal Exemption Statement and forms related to funds spent on your campaign.
  • Sign Permit Application. If you desire to place campaign signs within the city, a sign permit is required and is free of charge. Please contact Administrative Assistant Joan Patterson in the Department of Community Development at 745-3709 with any sign questions. Also provided, is AKDOT’s campaign sign and right-of-way information.
  • Mayor and Council Duties Overview. This is a quick summary of general information about the municipal government of the city of Palmer.

After filing your completed nominating petition with the City Clerk’s Office, staff will review the signatures to determine whether the nominating petition is in proper form or deficient; however, the City Clerk has four business days from submission to complete a thorough review and notify you in writing as to the status of your candidacy.

A candidate may withdraw from candidacy by 4:00 p.m. on August 2, 2024; by filing a written withdrawal, signed by the candidate, to the City Clerk’s Office.
